Let's assume you want to tag every channel with local balance below 1,500,000 and also when below 500,00 with tags <1.5LB and <0.5LB respectively.
This part 1 will remove tags when the balance shift outside of the bounds.
This part 2 will add tags when the balance falls within the bounds.
